The FAA will be taking a new look at allowing electronic devices to be used on planes. But why aren't our gadgets allowed in the first place, and what new bit of information could change that?

Anyone who has ever flown knows the drill: Use of electronics devices is prohibited during taxiing, take off, and landing. The regulation applies to everything from smartphones to tablets, notebooks, e-readers and portable media players. The impact ranges from mere inconvenience to an outright problem for many travelers. Sure, it?s not that big a deal to stop listening to a podcast or reading an e-book for ten minutes while a plane taxis to a gate. But if you?re trying to coordinate transportation, working on a tight deadline, or (heaven forbid) twiddling your thumbs while delayed on the tarmac, the ban can represent a serious problem.

There may be a reprieve in sight: For the first time in six years, the Federal Aviation Administration is going to take a fresh look at the use of consumer electronics devices during flight?? including taxiing, take off, and landing. The report isn?t due until next year, and then the FAA will have to decide whether to take further action or propose rule changes, but it?s the first sign in a long time that portable electronics could finally get more leeway on planes.

But why is a ban in place at all? We?ve all heard of people inadvertently leaving their cell phones on during a flight (or maybe even done it ourselves). Magically, the plane didn?t crash. What?s all the fuss about? How could something like an iPad cause problems for a massive vehicle designed to fly safely through lightning storms?

The FAA hasn?t promised any change of rules. Instead, the agency will be forming a group?comprised?of members from the mobile technology and airline industries, as well as government government officials. They?ll evaluate how airlines and aircraft operators determine when portable electronic devices can be used in flight, with an eye towards permitting more-widespread use. The group will look at tests performed by airlines to determine whether technologies are safe, including evaluations of newer technologies that might be safe to use on board aircraft. Once the evaluation is complete, the group will report its recommendations to the FAA proper, which will then decide how to proceed.

The group will meet for six months, which means the soonest we can expect to hear about any possible rule changes would probably March 2013. So don?t hold your breath.

One thing that will not be up for consideration: use of cell phones or voice communications technologies during flight. Mobile phone use will still be banned, regardless of what the study group concludes. The ban on in-flight mobile phone usage in the United States is actually from the Federal Communications Commission (FCC), not the FAA.

The FAA study group will be accepting public comments: Folks who want to chime in should soon be able to do so online by searching for docket FAA-2012-0752 on the federal government?s rule-making portal. (Note: all comments will be public.)

Who?s in charge, anyway?

Individual aircraft operators are empowered to allow use of devices ? other than mobile phones ? if the operators have determined the devices won?t cause problems. This arrangement neatly removes the FAA from having any responsibility for testing: If an aircraft operator like Delta wants to allow use of particular devices, the onus (and cost) of conducting tests and proving the devices are safe to use falls completely on them.

And guess what? Most airlines don?t do much testing because it?s expensive, and current guidelines require individual devices be tested in isolation. That means if an airline wanted to approve (say) the Samsung Galaxy Tab 10.1, it would have to equip a plane with all the necessary measurement gear, then test the use of that device on a flight with no passengers. If they wanted to test the Samsung Galaxy Tab 2, guess what? That?s another flight all by itself? and so on down the line for every device that airlines want to approve for in-flight use. The same thing applies to different models of plane: If an airline conducted a test on an Airbus A310, those results wouldn?t translate to a Boeing 777. So that?s another round of testing, with at least one flight per device.

The idea behind the FAA?s new initiative is to figure out a way to streamline the testing process so devices can more efficiently be authorized for in-flight use ? or not.

It?s all about interference

So why are everyday portable electronics devices banned during takeoff, landing, and taxiing? The simple answer is interference.

Most modern aircraft have a dozen or more radio systems in operation, handling everything from voice communications with air traffic controllers, to navigation, to radar. Many portable electronic devices actively emit radio signals: In the case of mobile phones, the reason is obvious (they use radio to transmit and receive data via cell towers) but even devices like notebooks, ereaders, and music players can emit radio waves, whether intentionally (Bluetooth and Wi-Fi) or unintentionally (perhaps a failing screen or disk drive). Even seemingly-innocuous things like a remote control might be problematic. The fear is that devices? radio emissions will interfere with the operation of in-flight systems.

Many of the flight-critical radio systems on a passenger airliner are (logically enough) in the crew compartment, so a passenger with an iPod in seat 27C isn?t much of an issue. However, some avionics systems can also be located along the upper portion of the passenger compartment, under the passenger compartment, or elsewhere on a plane. Passengers may never know it, but they could be within a couple feet of a radio-dependent airplane system.

GPS signals used in navigation are a particular concern. GPS is a passive system: Low-power (think quiet) signals are beamed down to earth from a series of geostationary satellites in earth orbit. GPS receivers have to pick up these low-power signals, separate them out to identify beams from individual satellites, and use that data to perform location calculations. Although GPS bands aren?t particularly close to frequencies used by cell phones, commercial radio, Wi-Fi, and other common devices, it doesn?t take a very strong signal to interfere with those quiet GPS signals ? particularly if the interfering device is just a few feet from a GPS receiver.

(In fact, proximity to GPS frequencies is why the FCC essentially shut down LightSquared?s plan to bring Americans satellite-powered LTE service.)

Interference isn?t limited to just GPS. Have you ever set down a GSM mobile phone on top of a boom box or a guitar amp, and heard the periodic ?dit-dit-dit? over the speaker when the phone checks in with the cell network? The same thing can happen with voice communications on a plane. That kind of interference can make a pilot or ground controller mis-hear instructions or information, creating confusion or delays. And, of course, in an emergency every second counts.

Surely airplanes are made of sterner stuff?

All critical airline systems are shielded. After all, passenger airplanes are designed to handle harsh environmental conditions and even things like lightning strikes without losing their avionics. Surely a battery-operated ereader can?t hold a candle to that kind of stress!

That?s absolutely true. The radio emissions from everyday consumer electronic devices in theory pose virtually no risk to the deliberately hardened and shielded avionics on an airplane. Furthermore, the handful of studies and reports that have been collected offer little or no evidence that consumer electronic devices have interfered with avionics systems. There are individual reports where pilots and crew speculate that a problem might have been from use of on-board devices (you can check some out in NASA?s recent update on reports of interference), but no conclusive evidence or problems that investigators have been able to reproduce.

Nonetheless, what?s true in theory isn?t necessarily true in practice. Commercial airlines fly hundreds of thousands of miles a year and undergo several pressurizations and depressurizations every day. The planes and their equipment are subject to intense heat, intense cold, condensation, moisture, freezing, corrosion, and the undeniable wear and tear of routine aircraft operations. A system that left an aircraft plant completely shielded from outside electronic interference may not be completely shielded after five years of routine use and millions of logged air miles.

Remember that the average age of commercial aircraft fleets is much greater than five years. Comprehensive information isn?t really available, but estimates are interesting. For instance, many major U.S. air carriers are still operating planes that are 20 years old, or older. Some of the systems on these planes predate Wi-Fi, Bluetooth, 2G, 3G, and 4G technologies ? heck, many of those planes predate the widespread availability of any mobile phones.

Consumer electronics are shielded too, but the same wear-and-tear factors can make some devices emit more radio interference than intended; similarly, devices that have been modified or innovatively combined with other components may be pushing out more powerful radio waves than anybody knows. The quickly-shifting landscape of consumer electronics means it?s practically impossible to keep tabs on all the devices someone might bring on a plane, let alone how much interference those devices might be generating.

?Flying a commercial airliner might not be rocket science, but it?s pretty much the next best closest thing ? and the human cost of an accident can be catastrophic. So, the FAA intentionally errs on the side of safety: Better to ban all use of portable electronics than roll the dice that, on a particular plane with a particular set of passengers using a particular set of devices ? nothing will go wrong. If any increased risk in flying is avoidable, why take the chance?

Nonetheless, more and more people are taking personal electronics on board airplanes, and, especially in the case of mobile phones, often leaving them on for the entire flight. Although the real-world risk from these devices may be small, the FAA?s new initiative at least represents a hope that someone, somewhere will start conducting rigorous, real-world testing of these devices and their impact on avionics.

If testing uncovers legitimate problems, it should be very easy to convince passengers to turn off their devices for everyone?s safety. If no problems are found, consumers will be relieved that they don?t have to use their devices surreptitiously or be chastised by flight attendants for playing Words with Friends.

Until then, we?re all flying blind.

Can I be even tougher on Ann Romney's speech than John was? I know we've agreed, as a class, to grade candidates' spouses on a generous curve. They're all the closest adviser, the secret weapon, et cetera, and?as best I can recall?their convention speeches always get good reviews.

But Ann's seemed to miss the mark not only because, as John neatly outlined, it was entirely free of revealing anecdote. I felt as though it confused hardship with the humdrum in a way that seemed even more detached from the way most Americans live than any car elevator or Swiss bank account. "I read somewhere that Mitt and I have a 'storybook marriage,' " she said, in the moment where we're supposed to begin to learn that the Romneys are not as tragically perfect as they think we believe they are. "Well, in the storybooks I read, there were never long, long, rainy winter afternoons in a house with five boys screaming at once."

Really? What dystopia is this she describes? Isn't five adorable kids playing in a house of one's own pretty much the idealized tableau of suburban domestic bliss? Isn't this the American Dream as the National Association of Realtors has sold it to us for years?

"A storybook marriage?" she tells us. "No, not at all. What Mitt Romney and I have is a real marriage."

Then Ann explained to us that the Romneys had it rough. "We walked to class together, shared the housekeeping, and ate a lot of pasta and tuna fish," she went on. "Our desk was a door propped up on sawhorses."

These were the speech's rare bits of color, the details that were supposed to give us a sense of how the Romneys had lived their very real marriage. Ann was deploying status signifiers, but what exactly did they signify? Is having to eat tuna supposed to signal that Mitt "was not handed success"? Is pasta an unheralded grain of affliction?

While I'm generating an inventory of Ann's oddball use of detail, what about this roll call of society's indispensable roles performed by women? "We're the mothers, we're the wives, we're the grandmothers, we're the big sisters, we're the little sisters, we're the daughters," she said. "You know it's true, don't you?"

Yes, we know it's true that women are mothers, wives, sisters, and daughters; every family tree attests to it. Like declaring their marriage a ?real marriage," Ann had aimed to share something about how she sees the world. But when she tried to take her experience and universalize it, she could come up with nothing better than truisms about human nature.

These weren't insights; they were facts.

Facebook is mishandling its crisis, experts say

Here I am! Wall Street is wondering where Facebook Chief Executive Officer Mark Zuckerberg is as its stock languishes at half its debut price. PR experts say he needs to show leadership or find someone who will.

The question was posed rather forcefully by CNBC host Jim Cramer last week as the social network?s share price continued to plunge and news broke that an early Facebook investor, Peter Thiel, had sold $400 million worth of stock in the company.

The drop in the value of Facebook since May has caused huge concern about the company on Wall Street, and media outlets have even called for the resignation of the company?s founder and CEO Mark Zuckerberg. Facebook shares were trading at around $19 recently, about half?their $38 price when they went public on May 18.

Cramer?s query echoes a broader feeling on Wall Street about the problems now bedeviling the popular social networking company: With the value of its shares down over 50 percent since its highly anticipated IPO, is the company making a hash of the public relations disaster it is now facing; and, just as important,?why has Zuckerberg remained quiet about the state of the company?

Facebook is in crisis, and in a crisis a company?s CEO should be front and center, acknowledging the key issues, apologizing to those affected and giving a commitment to not letting an incident happen again, said Larry Chiagouris, a marketing professor at Pace University?s Lubin School of Business.

?The company needs to make the investment community comfortable that it has people at the top that are serious and determined to make profits,? he said.

?The wonderful thing about the stock market is, in the final analysis, the price of something tends to move toward its real value, so if there really is value in Facebook beyond its current price, the management team has failed to communicate that to investors effectively,? Chiagouris added.

Increasingly, investors are asking if Facebook?s problems are more profound than simply a swooning stock price.

Technical glitches marred Facebook?s first day of trading on the Nasdaq stock market in May, leading to complaints of slow order confirmations and too many shares offered at too high a price. Lawsuits against Facebook and its underwriting banks followed, and Facebook?s share price hasn?t traded anywhere near its $38 offering price since then.

Facebook?s IPO was expected to be one of the biggest stock offerings to ever hit Wall Street, and the company?s offer price?valued the company at $104.2 billion, making it the largest company to go public in the U.S. by market capitalization.

Investors? love for Facebook drove interest in its IPO to extreme levels, and the same herd mentality is now working in reverse, said Chiagouris.

?[Facebook?s stock price] will eventually get to a point where its valuation is unrealistic,? he said. ?To turn that decline around, Facebook has to do a major move -- one would be to replace top management.?

While Mark Zuckerberg is clearly inventive, no one will ever say that he is an effective businessman, Chiagouris said. The company needs to turn the reins over to people who are ?adult? and not beholden to Zuckerberg, he added.

?Facebook has one thing that people want: The largest community in the world. That?s a wonderful asset, but they?re sitting on that asset and they haven?t figured out how to monetize it yet,? Chiagouris said. ?Facebook needs people who are savvy at monetizing an asset, and that would probably not include most of the top managers who are there now.?

Facebook?s Chief Operating Officer Sheryl Sandberg has long been seen on Wall Street as Facebook?s ?adult? executive, having spent years as a senior executive at Google. But Sandberg has yet to demonstrate any independence at the company, Chiagouris said, and despite her appointment to Facebook's seven-person board last June the company?s stock price has continued to slide.

When it comes to handling a crisis, Facebook?s management team has done a poor job, public relations experts say.

As a social media company, Facebook?s image is its most vital asset, said Mario Almonte is a partner at a New York-based Herman & Almonte Public Relations.

?Once MySpace lost its image, it lost its cool factor,? Almonte said. In the same way, Facebook is having an image problem, and this time it?s with Wall Street investors.

The main problem is Zuckerberg, Almonte said.

?He?s locking himself in a room somewhere and refusing to talk to anyone,? he said. ?I think he needs to swallow his pride and bring in experienced people who understand Wall Street and understand the nature of investing and the politics of Wall Street, because a lot of this is about perception.?

?Zuckerberg needs to step up to the microphone and assure them he is working on a strategy to make Facebook profitable for them - and then he must bring in better financial and marketing experts than himself to develop a clear strategy for transforming Facebook into a profitable enterprise,? he added.

Investors have grown skeptical of the company?s ability to communicate its plan to reverse slowing revenue growth and make money from mobile devices -- a channel of strong user growth.

Google is an example of a technology company that got its advertising business right, Almonte said, because ?the advertising is there, all around the user, but it never gets in the way of the clean, efficient user experience.??

"If people had known that [Peter] Thiel would be unloading stock, obviously they wouldn't be buying stock," says Jim Cramer. "Where's the outrage?"

Republicans ready to roll, but Isaac clouds tone

TAMPA, Fla. (AP) ? For the thousands of Republican convention-goers who've been cooling their heels in Tampa, the party is finally on. But with New Orleans and much of the Gulf Coast waiting fearfully to see where a massive storm makes landfall, politics has become an awkward enterprise and no one knows what sort of party it will turn out to be.

At least for now, the Republican National Convention will go on Tuesday according to its latest script: delivering Mitt Romney the presidential nomination he fought years to achieve, calling the party to unify around him and setting the stage for the final stretch of the hotly contested campaign to unseat President Barack Obama.

Romney was coming to Tampa on Tuesday, in time to see his wife's speech in the evening, although it was kept a mystery whether he would attend the convention before his big address Thursday night.

The high campaign season opens with Romney and Obama about even in the last of the pre-convention polls, with each candidate possessing distinct and important advantages. The Democrat is the more likable or empathetic leader; the Republican is more highly regarded as the candidate who can restore the economy, the top issue for voters.

Ann Romney's convention speech was designed to speak to that divide. It was an important part of the GOP's effort to flesh out her husband and present him to the nation as more than a successful businessman and the former Republican governor of a Democratic state, Massachusetts.

Isaac, the intensifying tropical storm bordering on a hurricane, skirted Tampa, a big relief for convention organizers worried about the safety of the host city and GOP delegates. But they remain saddled with the question of how to proceed with a political festival ? one devoted both to scoring points against Obama and firing up excitement for Romney ? under the shadow of a dangerous storm crawling toward the Gulf Coast.

Organizers essentially cut Monday from the schedule, calling the convention to order just long enough to recess it, and shoehorned their four-day showcase into the remaining three days. But even that was subject to change, depending on Isaac's whims.

Republicans plainly had more at stake in their convention week ? Democrats meet next week in Charlotte, N.C. ? but the Obama campaign also had to recalibrate its tactics as Gulf residents fled their homes or hunkered down. Vice President Joe Biden was called off a Romney-bashing trip to Florida and Obama's planned campaign travels were uncertain. On Monday, he worked on preparations for the storm, declaring a state of emergency in Louisiana, speaking with governors and directing federal officials to coordinate disaster relief with state and local officials along the Gulf Coast.

That's not to say partisanship has subsided with Isaac's gathering strength. Hardly.

On Twitter Monday night, Obama circulated a quotation from Women's Health Magazine suggesting that Republicans would take away women's right to contraception, which the Romney campaign denies. "Crazy as it sounds, the fight to limit or even ban birth control is a key issue in the upcoming presidential election," it said.

And Republicans made clear that Obama's performance is very much fair game for the convention. Reince Priebus, the Republican chairman, may have gone beyond Romney's comfort zone on that front when he told "CBS This Morning" that "we need to prosecute the president who seems to be in love with the sound of his own voice."

The suggestion of criminal proceedings against a president, however rhetorical, was a step beyond the ordinary, and Russ Schriefer, Romney's chief convention planner, appeared to dissociate himself from the remark. "I wouldn't define it that way and I wouldn't look at it that way," he told a news conference. "What we would want to do is define what President Obama has done over the last four years, how and why he's failed, and how his leadership has really failed the American people."

In a sign of just how stage-managed these conventions have become, the never-dull New Jersey Gov. Chris Christie did something he rarely does before a speech ? wrote down a full text ? as he prepared to deliver the keynote address Tuesday night. "They want you to work off a full text and that's fine," he told MSNBC. "I think my challenge up there is gonna be to be natural and be myself."

In the same interview, Christie pounced on Todd Akin, the Senate Republican candidate in Missouri who set off sparks with his inflammatory remark that a woman's body has a way of preventing pregnancy in cases of "legitimate rape." Romney is still trying to tamp down that distraction and get people thinking about the economy, not Republican abortion policy.

"In the end, these other guys don't matter," Christie said. "They're background noise ? Todd Akin in Missouri, who's a joke and should get out of the race and everybody knows it, except for him apparently."

Romney managed to stir up the pot over abortion, if briefly, when he said in a CBS interview that he opposes abortions except "in the case of rape and incest, and the health and life of the mother." Any exceptions made solely on the basis of a woman's health have drawn particularly fierce criticism from abortion foes for years, because they argue such an exception is so broad as to do nothing to limit the procedure.

But Romney's aides quickly said he wasn't, in fact, advocating an exemption for a woman's health. "He opposes abortion except for cases of rape, incest and where the life of the mother is threatened," said Andrea Saul, a spokeswoman. Still, his comment underscored his difference of opinion on the subject with his running mate, Rep. Paul Ryan of Wisconsin, as well as with his own convention platform, which opposes all abortions.

With the economy seen as Romney's strong suit, and Obama's economic record considered a fat target in a time of persistent unemployment over 8 percent, Republicans, both from the stage and the floor, want to keep a laser focus on the subject.

"We've got to make the case that he is uniquely qualified in this hour," said Sen. Roger Wicker, R-Miss., interviewed in the hall. "This week is about convincing the 10 percent of undecided voters that Romney has always been called to come out and fix broken organizations."

Even so, there were unmistakable if gentle nudges from Republicans who say it is also vital for Romney to broaden his appeal.

"This is Romney's threshold moment," Sen. Olympia Snowe, R-Maine, wrote in The Washington Post. "He must demonstrate that he would follow the example of other Republican presidents in addressing issues important to women."

An AP-GfK poll of registered voters conducted from Aug. 16-20 found Obama leading Romney 50 percent to 44 percent among women. That represented a narrowing of the gap by Romney since a survey in May, when the president led 54-39 among female voters.

Romney trailed badly among another key group. A Gallup poll taken between July 30 and Aug. 1 found Obama winning 60 percent support among Hispanic voters, and the Republican at 27 percent, little different from 64-29 earlier in the year.

Among seniors, the group most affected by a Medicare debate that has become central to the campaign, Romney led Obama by a margin of 52 percent to 42 percent in the recent AP-GfK poll. That was compared with 53-40 in May.

Living in poverty is often accompanied by conditions that can negatively influence cognitive development. Is it possible that being bilingual might counteract these effects? Although previous research has shown that being bilingual enhances executive functioning in middle-class children, less is known about how it affects lower income populations.

In a study forthcoming in Psychological Science, a journal of the Association for Psychological Science, psychological scientist Pascale Engel de Abreu of the University of Luxembourg and colleagues examine the effects of speaking two languages on the executive functioning of low-income children. "Low-income children represent a vulnerable population," says Engel de Abreu. "Studying cognitive processes in this population is of great societal importance and represents a significant advancement in our understanding of childhood development."

Existing research, conducted with older bilingual children and bilingual adults from middle class backgrounds, suggests that knowing two languages may have different effects on different aspects of executive functioning: while being bilingual seems to have a positive influence on the ability to direct and focus attention (control), researchers have found no such benefit for how people encode and structure knowledge in memory (representation). Engel de Abreu and her colleagues hypothesized that this pattern would also hold for younger bilingual children who were low-income.

A total of 80 second graders from low-income families participated in the study. Half of the children were first or second generation immigrants to Luxembourg, originally from Northern Portugal, who spoke both Luxembourgish and Portuguese on a daily basis. The other half of the children lived in Northern Portugal and spoke only Portuguese.

The researchers first tested the children's vocabularies by asking them to name items presented in pictures. Both groups completed the task in Portuguese and the bilingual children also completed the task in Luxembourgish.

To examine how the children represented knowledge in memory, the researchers asked them to find a missing piece that would complete a specific geometric shape. The researchers also measured the children's memory, using two different tasks to see how much visual information the children could keep in mind at a given time.

The children then participated in two tasks that looked at their ability to direct and focus their attention when distractions were present. In the first task, they had to find and match 20 pairs of spacecrafts as quickly as possible, a task that depended on their ability to ignore all the non-matching spacecrafts. In the second task, the children were presented with a row of yellow fish on a computer screen and they had to press a button to indicate which direction the fish in the center was facing. The other fish either pointed in the same or opposite direction of the fish in the middle.

Although the bilingual children knew fewer words than their monolingual peers, and did not show an advantage for representation tasks, they performed better on the control tasks than did the monolingual children, just as the researchers hypothesized.

"This is the first study to show that, although they may face linguistic challenges, minority bilingual children from low-income families demonstrate important strengths in other cognitive domains," says Engel de Abreu.

The researchers believe that the findings could inform efforts to reduce the achievement gap between children of different socioeconomic backgrounds. "Our study suggests that intervention programs that are based on second language teaching are a fruitful avenue for future research," says Engel de Abreu. "Teaching a foreign language does not involve costly equipment, it widens children's linguistic and cultural horizons, and it fosters the healthy development of executive control."

(AP) ? Notre Dame suspended starting tailback Cierre Wood two games for violating team rules, leaving the Fighting Irish without their 1,000-yard rusher against Navy and Purdue.

Wood led the Irish in rushing last year with 1,102 yards and scored nine rushing touchdowns while averaging 5.1 yards per carry. Wood, a senior, played in all 13 games in 2011 with nine starts. Theo Riddick and George Atkinson III will likely be the Irish's top two ball carriers now that Wood is out.

Coach Brian Kelly also announced Sunday that junior defensive end Justin Utupo was suspended for the games against Navy in Dublin, Ireland on Sept. 1 and the home opener the following Saturday against Purdue.

"Our players are aware of the standards I set for our program and that failure to meet my expectations will result in consequences," Kelly said in a release. "Justin and Cierre violated our team rules so I've suspended them for the first two games of the season."

Utupo played in 12 games in 2011, primarily on special teams, and was a reserve defensive end on the most recent Notre Dame depth chart.

Earlier, Kelly suspended quarterback Tommy Rees and linebacker Carlo Calabrese for the season opener for their roles in a skirmish with police following an off-campus party in May.

The Irish have also lost starting cornerback Lo Wood for the season with a ruptured Achilles tendon. He underwent surgery on Wednesday.

Armstrong's words "That is one small step for (a) man, one giant leap for mankind," spoken on July 20, 1969, as he became the first person ever to step onto another planetary body, instantly became a part of history.

Armstrong's single sentence, though it was focused above the national divisions and quarrels of Earth, still signified unquestionably the U.S. victory in the desperate space race with the Soviet Union.

Neil A. Armstrong was born Aug. 5, 1930, in Wapakoneta, Ohio. He earned an aeronautical engineering degree from Purdue University and a master's in aerospace engineering from the University of Southern California.

He was a naval aviator from 1949 to 1952. During the Korean War he flew 78 combat missions.

In 1955 he joined the National Advisory Committee for Aeronautics (NACA), NASA's predecessor, as a research pilot at Lewis Laboratory in Cleveland.

Armstrong later transferred to NACA's High Speed Flight Research Station at Edwards AFB, Calif. As project pilot, he was in the forefront of the development of many high-speed aircraft, including the X-15, which flew at 4,000 mph.

He flew more than 200 aircraft models. They included jet and rocket-powered planes, helicopters and gliders.

Armstrong was selected as an astronaut in 1962.

His first space flight was Gemini 8, which he commanded. He was the first civilian to fly a U.S. spacecraft. With fellow astronaut David R. Scott, Armstrong performed the first docking in space, with an Agena target satellite.

Less than an hour later their spacecraft began an unplanned rolling motion. After undocking, it increased to one revolution per second. One of the Gemini's 16 thrusters had stuck open because of an electrical short circuit.

Armstrong used re-entry thrusters to control the capsule, and after a 30-minute struggle, it was stabilized. Flight rules required a return to Earth after use of the re-entry thrusters, so the crewmembers fired retrorockets that sent Gemini 8 to a contingency landing zone in the Western Pacific.

The eventful flight on March 16, 1966, had taken just over 10 hours, 41 minutes.

Apollo 11 lifted off on July 16, 1969, with Armstrong, Aldrin and Mike Collins aboard. Collins remained in lunar orbit in the command module while Armstrong and Aldrin descended in the lunar module they had named Eagle to their historic landing on the moon's surface.

"Houston, Tranquillity Base here. The Eagle has landed," Armstrong said, telling a tense and waiting Earth that men had finally reached the lunar surface.

He and Aldrin spent about two hours exploring, gathering more than 50 pounds of moon rocks and setting up three scientific experiments. The next day, after 21 hours and 37 minutes on the moon, they fired Eagle's engine to begin the return to Collins and the command module.

The crew returned to Earth, landing near the USS Hornet in the Pacific after a mission of just over eight days. President Richard M. Nixon was on the aircraft carrier's deck to welcome them.

"This is the greatest week in the history of the world since the creation," Nixon told the three.

After 16 days in quarantine to protect Earth from any returned moon germs, the crew went on U.S. and international tours. Millions greeted them as heroes.

Armstrong later served as deputy associate administrator for aeronautics in the Office of Advanced Research and technology at NASA Headquarters. He resigned from the space agency in 1971. As a professor at the University of Cincinnati from 1971 to 1979, he was involved in both teaching and research.

He later went into the business world. Among other positions, he served for 10 years as chairman of Computing Technologies for Aviation Inc. of Charlottesville, Va. and later as chairman of AIL Systems Inc., an electronic systems company based in Deer Park, N.Y.

Armstrong was a fellow of the Society of Experimental Test Pilots and the Royal Aeronautical Society, and an honorary fellow of the American Institute of Aeronautics and Astronautics and the International Astronautical Federation.

He was a member of the National Academy of Engineering. He served as a member of the National Commission on Space in 1985 and 1986, and in 1985 was vice chairman of the Presidential Commission on the Space Shuttle Challenger Accident. He also was chairman of the Presidential Advisory Committee for the Peace Corps from 1971 to 1973.

Seventeen countries decorated Armstrong. He received many special honors, including the Presidential Medal of Freedom, the Congressional Space Medal of Honor, NASA's Ambassador of Exploration Award, the Explorers Club Medal, the Robert H. Goddard Memorial Trophy, the NASA Distinguished Service Medal, the Harmon International Aviation Trophy, the Royal Geographic Society's Gold Medal, the Federation Aeronautique Internationale's Gold Space Medal, the American Astronautical Society Flight Achievement Award, the Robert J. Collier Trophy, the AIAA Astronautics Award, the Octave Chanute Award, and the John J. Montgomery Award.

Rules and Ethics in Real Estate

ethics in toronto real estateI play by the rules. Maybe it?s because I spent 10 years working in Human Resources, or maybe it?s because I think real estate Buyers and Sellers need protection. I?m in good company at Bosley Real Estate (my brokerage) ? they takes regulation of the industry so seriously that we count past Presidents of the Real Estate Council of Ontario (RECO), Toronto Real Estate Board (TREB) and the Canadian Real Estate Association (CREA) among us.

The varying levels of ethical enforcement have the power to issue and execute search warrants, revoke real estate licenses, determine financial penalties and yes, even prosecute criminally. Toronto realtors are bound to ethnical duties and obligations at both the provincial and federal level.

Among other obligations, Ontario real estate agents must:

  • Maintain confidentiality.?(Confidentiality)
  • Have the?knowledge, skills, and experiences?needed for the real estate transaction. (Competence)
  • Be honest and not take advantage of the client; disclose any conflicting interests;?disclose facts about the property which would be relevant to the client?s decision in buying or selling the property. (Good Faith)
  • Place the interests of the client above all else except the law;?help to promote and protect the client?s interests at all times and?disclose any conflict, actual or perceived. (Loyalty)

?In the last 30 days, here?s some of the violations that I have personally encountered:

  • A registered real estate agent made an appointment to view a property we had listed and gave the code to the lockbox that contained the key to the property to an unregistered person. No agent was present at the showing?at our client?s property or during the completion of the offer.?Registered agents must accompany potential purchasers to a showing and non-registered people must not trade in real estate.?
  • A realtor didn?t follow the Real Estate Council of Ontario?s guidelines of fair advertising by grossly underpricing a house with a price they had no intention of accepting. You can read more about that here in our blog?I?m not anti-realtor, I?m just anti-douchebag realtor. Realtors have duties to advertise fairly.?
  • An agent made misrepresentations about the client they were representing and about themselves. Agents aren?t allowed to misrepresent.?
  • An agent advertised one of my listings without my permission and represented it as their own. Agents need written permission to advertise properties that aren?t listed with their brokerage.
  • An agent represented a client on the purchase of a condo and did not disclose that he would be living in it. Agents have a duty to disclose if they have a personal stake in a purchase or sale.?

You?re not alone if you think that?s a lot of infractions to have witnessed in 30 days. ? For the record, those allegations involve at least 5 agents, not just one really bad agent. ?So what?s a girl to do? Well I?ve officially been part of my first complaint to the Real Estate Council of?Ontario. We?ll see how that turns out.

Like any other industry, a few rotten apples spoils the bunch?(or at least taint us all). While most real estate agents are ethical and good, we all need to bring forward concerns and complaints so that the bar in this industry can be raised. And yes, I mean consumers need to get involved too.
