Professional liability insurance in Obstetrics and Gynecology: estimate of the level of knowledge about malpractice insurance policies and definition of an informative tool for the management of the professional activity

Background
In recent years, due to the increasingly hostile environment in the medical malpractice field and related lawsuits in Italy, physicians began informing themselves regarding their comprehensive medical malpractice coverage.

Methods
In order to estimate the level of knowledge of medical professionals on liability insurance coverage for healthcare malpractice, a sample of 60 hospital health professionals of the obstetrics and gynaecology area of Messina (Sicily, Italy) were recluted. A survey was administered to evaluate their knowledge as to the meaning of professional liability insurance coverage but above all on the most frequent policy forms (?loss occurrence?, ?claims made? and ?I-II risk?). Professionals were classified according to age and professional title and descriptive statistics were calculated for all the professional groups and answers.

Results
Most of the surveyed professionals were unaware or had very bad knowledge of the professional liability insurance coverage negotiated by the general manager, so most of the personnel believed it useful to subscribe individual ?private? policies. Several subjects declared they were aware of the possibility of obtaining an extended coverage for gross negligence and substantially all the surveyed had never seen the loss occurrence and claims made form of the policy. Moreover, the sample was practically unaware of the related issues about insurance coverage for damages related to breaches on informed consent. The results revealed the relative lack of knowledge?among the operators in the field of obstetrics and gynaecology?of the effective coverage provided by the policies signed by the hospital managers for damages in medical malpractice. The authors thus proposed a useful information tool to help professionals working in obstetrics and gynaecology regarding aspects of insurance coverage provided on the basis of Italian civil law.

Conclusion
Italy must introduce a compulsory insurance system which could absorb, through a mechanism of ?distribution of risk?, the malpractice litigation and its costs. This will provide compensation in accidental cases where it wouldn?t be possible to demonstrate carelessness, imprudence and/or lack of skill.

'God Particle' Found? Search for the Higgs Boson Narrows (Time.com)

Physics has a well-deserved reputation for being horrendously complicated, but sometimes it's the simplest questions that lead to truly profound insights. When Einstein asked himself, "What would happen if you could ride on a beam of light?" for example, the answer led him to the Special Theory of Relativity.

For the past few decades, particle physicists have been wrestling with another deceptively simple question: Why does anything have mass? You might wonder "why not?" But according to modern physics, you can't get away that easily. The existence of mass ? the property of matter that gives gravity something to pull on ? needs explaining. Now, say two independent teams of scientists who revealed their results at a symposium in Switzerland Tuesday morning, there are experimental signs of an elusive particle formally known as the Higgs boson ? and informally known as the "God particle." If the Higgs is really there, the existence of mass has finally been explained, and a Scottish physicist named Peter Higgs is a lock for the Nobel prize.

It's a big "if," though, and nobody is making an actual claim. Indeed, said Fabiola Gianotti, a member of one of the teams said at the symposium. "We cannot conclude anything at this stage." (Top 10 Scientific Breakthroughs)

But that hardly means there's nothing to say. The gathering took place in a packed auditorium at the CERN laboratory outside Geneva ? the home of the mammoth Large Hadron Collider. The LHC, which is the world's most powerful particle accelerator, works by taking subatomic protons, sending them racing in opposite directions through a 17-mile oval-shaped tunnel, then letting them smash together head-on at nearly the speed of light. The impact is powerful enough to vaporize the particles into tiny fireballs of pure energy, recreating conditions in the first moments after the Big Bang. Then, just as in the early universe, the energy re-condenses into particles. Among them may be the elusive Higgs.

That's what physicists have been hoping for, anyway, since long before the LHC was even built. It was way back in the 1960's that Peter Higgs, of the University of Edinburgh, proposed what came to be known as the "Higgs mechanism" (others came up with similar ideas, but his is the name that stuck). The way it works is ... no, let's not go there. Suffice it to say that there's a sort of energy field that pervades the universe, and that when particles like protons, neutrons, quarks and the rest interact with the Higgs field, they're rewarded with mass. When the Higgs condenses out of particle collisions, it immediately decays into other particles, so physicists can't see it directly; they can only reconstruct its existence from the debris, like a CSI unit reconstructing what a bomb must have looked like from the fragments. And since each mini-Big Bang creates so many particles that decay into so many other particles, the reconstruction is incredibly difficult. The good news is that the new hints of a Higgs in all of that particle debris come from not one, but two entirely different detectors at the LHC ? the ATLAS (for "A Toroidal LHC ApparatuS") and the CMS (for Compact Muon Solenoid). The two operate in different ways, as a sort of mutual cross-check.

Both detectors have seen evidence of the Higgs ? which is big news and the reason for both the symposium and all of the speculation that attended its announcement. But the less good news is that in statistical terms, that evidence weighs in at what is known as the three-sigma confidence level. No need to go here in too much detail either, except to say you'd need to get to the five-sigma stage to claim an actual discovery. "It's too early to draw a definite conclusion," said Gianotti. Getting that data requires many thousands of fireballs, and the LHC accelerator will need another year or more to crank all of them out and allow Gianotti and her colleagues to announce that they've indeed discovered the Higgs boson. Or not. "The number of sub-three-sigma discoveries that have turned out to be wrong," says Princeton astrophysicist Michael Strauss, "is reasonably large."

You'd think that if the hunt for the Higgs comes to nothing it would be a big disappointment for physicists. But it's not necessarily so. Finding the Higgs would add a key missing brick to the edifice of the so-called Standard Model of particle physics, which would be important ? but also just a bit dull. "The great irony," Harvard theorist Lisa Randall told the New York Times a day or two ago, "is that not finding a Higgs boson would be spectacular from the point of view of particle physics, pointing to something more interesting than the simple Higgs model." For physicists, it turns out, "be careful what you wish," especially if you're wishing for a Higgs, may truer than it seems.

Congress leaders hope deal near on gov't shutdown (AP)

WASHINGTON ? Senate and House leaders are expressing optimism that a bipartisan deal may be near that can avert a government shutdown.

House Speaker John Boehner told reporters Thursday there is no need to close the government.

Earlier, Senate Majority Leader Harry Reid said he and the chamber's top Republican, Minority Leader Mitch McConnell, have held talks to resolve remaining disputes over extending the Social Security payroll tax, renewing jobless benefits and heading off a shutdown.

Boehner applauded Reid's remarks and said "everybody needs to step back and take a deep breath" ? and strike a deal.

Touch of Woodstock at Occupy Wall Street

Occupy Wall Street demonstrations in New York City went old school on Tuesday as activist musicians David Crosby and Graham Nash delivered a touch of Woodstock, plans for a march to Washington were unveiled and some participants practiced another kind of democracy ? voting.

Demonstrators have been making their voices heard in the nation's town squares for some time now, and the spirit of protest has remained paramount. At Zuccotti Park, Crosby and Nash, of Crosby, Stills, Nash & Young were the latest entertainers to lend their talents to the cause.

The white-haired duo led a chant of "No More War!" and played a 20-minute acoustic performance for about 1,000 protesters and onlookers who stood elbow-to-elbow and spilled out of the lower Manhattan park onto nearby streets.

There was an air of nostalgia ? and the smell of marijuana ? wafting over the crowd as the pair had fans humming along to hits like "Teach Your Children Well," from the 1971 'Deja Vu' album, and "Long Time Gone," from their first album.

Teenager Tyler Westcott wasn't around when Crosby and Nash made it big, but knew well the impact they made.

"These relics of Woodstock came and supported our movement," said the 19-year-old college student from Hunt, N.Y., his voice rising with excitement. "It's wild, how things line up.

"What you have here is the New Left from the Vietnam era ? and the new left here now."

Last month, folk music legend Pete Seeger and '60s folk singer Arlo Guthrie joined Occupy Wall Street demonstrators in their campaign against corporate greed. Recently, rappers Talib Kweli, Kanye West and Lupe Fiasco visited protesters in the park. In California, hip hop heavyweights MC Hammer, Raymond "Boots" Riley of hip hop group The Coup, and local rapper Mistah FAB have stopped by encampments.

Road trip
Taking the Occupy protest on the road to the country's elected officials was also on the agenda Tuesday.

A small group of Occupy Wall Street activists will start a march Wednesday with the hope of arriving in Washington on Nov. 23, the deadline for a congressional committee to decide whether to keep President Barack Obama's extension of Bush-era tax cuts. Protesters say the cuts benefit only rich Americans.

Kelley Brannon is organizing the 240-mile march through New Jersey, Pennsylvania, Delaware and Maryland with a core group of a dozen activists. They hope to pick up other marchers along the way ? even if for a day, or only an hour.

"Occupy the Highway" ? as it's been dubbed ? will start from the Manhattan park and continue with a ferry ride across the Hudson River to Elizabeth, N.J.

Brannon likened the effort to the long-distance marches led by the Rev. Martin Luther King Jr., during the civil rights era.

"I mean, I'm not comparing us to Martin Luther King," said Brannon, of Queens, referring to three marches King led in 1965 from Selma, Ala., to Montgomery. Those marches ranged in size from 600 to 8,000 people.

"That's the premise Occupy is taking to the road: the historic relevance of such long-distance marches for social causes," Brannon said.

Casting ballots
But a day before beginning the march begins, some protesters recognized Tuesday as election day in the U.S, and cast their vote in some of the many local races and higher profile races being decided in several states.

Tom Hagan, a 61-year-old salesman from Queens and a Vietnam War veteran, flashed a big smile as he stood in the Zuccotti Park with a sign that read: "Election Day Sale. Buy One Politician. Get One Free."

Hagan, a registered Democrat, said he votes in every election, including Tuesday's. He also said he had come to the Occupy protest "because our democracy is for sale; we don't have a representative democracy anymore."

Shawn Cronick voted in Philadelphia's mayoral race before heading to the Occupy Philadelphia encampment.

"It's easy to be cynical and wonder if it can change a political climate dominated by money," he said. "That's not an excuse to check out of the process; it just means we have to do more than vote. We have to stand up for ourselves and against corporate interests."

Not all demonstrators felt their votes would mean anything. In Louisville, Pamela Newman stayed away from the voting booth, even as her daughter and fellow Occupy Louisville demonstrator, Pam Newman, voted.

The younger Newman said voting is a way to live the values they are trying to stand up for.

"We want to make serious changes," Pam Newman said. "We want people to be engaged. It's a good example for us to be involved."

Her mother, though, was skeptical.

"I didn't see anything to vote for," Pamela Newman said. "There's no candidate who said anything I wanted to vote for."

Half of teens shy, but for a few it's more serious

(AP) ? Does your teen show normal nerves about the weekend party, or always stay home?

Nearly half of teenagers say they're shy, perhaps a bit surprising in our say-anything society. But a government study finds a small fraction of those teens show signs of a troubling anxiety disorder that can be mistaken for extreme shyness.

The report challenges criticism that the terms "social phobia" or "social anxiety disorder" medicalize normal shyness.

"Shyness is a normal human temperament," says lead researcher Dr. Kathleen Merikangas of the National Institute of Mental Health, whose teachers always noted her own childhood shyness on her report cards.

But just as it can be hard to tell when feeling sad turns into depression, "there is a blurred boundary between people who describe themselves as shy and clinically significant impairment," Merikangas adds.

The difference: The shy can be drawn out and adapt, while teens or adults with full-fledged social anxiety become so paralyzed during social situations that it interferes with everyday functioning.

"I didn't go out on dates or do any of the things that other kids did," recalls Cynthia Kipp of Tehachapi, Calif., who shared her story of years struggling with social phobia with the Anxiety Disorders Association of America. Now 48, she thinks her first anxiety symptoms began in fourth grade, when she can remember hiding under her coat in class, but worsened in high school when she tried drugs and alcohol for relief. Eventually she found treatment that worked.

The report also opens a window into the broader field of temperament research. Even garden-variety shyness worries parents, particularly fathers of boys, says Dr. Nancy Snidman of Children's Hospital Boston.

In school-age boys especially, "shyness isn't very well tolerated in the United States," says Snidman who wasn't involved with the new research.

Snidman and colleagues at Harvard Medical School have tracked infants to their college years, and know that babies who react very negatively to new people and objects tend to grow into shy children. That's not a bad thing ? caution is considered an important evolutionary adaptation.

Usually, the clinging tot does just fine as he or she grows older and finds a niche, Snidman says. Girls may think the shy teen boy is nice because he's not macho, for example, or the shy kids wind up on the school newspaper so they can write instead of do public speaking. Many outgrow their shyness.

Yet a very shy child is considered more at risk than others of later developing some type of anxiety disorder ? just as the opposite extreme, a very outgoing child, can be at greater risk for attention or conduct disorders, she says.

The new study, published by the journal Pediatrics, is based on in-person surveys of more than 10,000 U.S. teens about a variety of mental health issues. More than 6,000 of their parents were surveyed, too.

About 47 percent of the teens identified themselves as shy around peers they don't know well. More than 62 percent of parents thought their teens were shy, perhaps a reflection of parental worry.

Then Merikangas' team analyzed how many teens appeared to meet the American Psychiatric Association's criteria for social anxiety disorder or social phobia. Roughly 1 in 10 of the self-described shy kids did.

Social phobia tends to appear during adolescence when kids take their first real steps toward independence, but there's little information about how often. The National Institutes of Health estimates it affects about 15 million adults.

The surveyed teens weren't formally diagnosed; Boston's Snidman cautions that what a specialist observes can be quite different from what a teen recalls.

Still, those identified as potentially socially phobic were more likely to have another mental health problem, such as depression or substance abuse. But they were no more likely than the other teens to be taking psychiatric medications.

There are anxiety-treating medications but the main treatment is behavioral therapy, exposing people very gradually to fear-inducing situations and teaching them coping techniques

What's a worried parent to watch for? This isn't standard stage fright, where you get sweaty palms before a speech but each one you do becomes easier. People with social anxiety disorder experience a more out-of-proportion fear that can make them shake, their hearts pound, or even cause a panic attack during a range of social situations. They start avoiding those scenarios.

The question is whether an anxious or shy teen is doing things typical of that age ? participating in class, getting together with friends, going to group activities, says Dr. Chris Mauro, a Duke University psychologist. Try to get them into a group, whether it's sports or music or Scouts, because belonging is protective, he says.

The NIH's Merikangas recommends keeping an eye on social media, too. Sure it encourages electronic communication, but it may further isolate those already on that path, she says.

Teachers may notice a problem first, and shouldn't single out kids who won't participate in class but encourage them through group activities, she advises.

Richard Gere guitar collection fetches $1M in NYC (AP)

NEW YORK ? A collection of American vintage guitars owned by actor Richard Gere has fetched nearly $1 million at auction in New York City.

Tuesday's sale of 110 guitars and amplifiers at Christie's auction house included brands such as C.F. Martin, Gibson, Fender and Gretsch and guitars once owned by blues guitarist Albert King and reggae musician Peter Tosh.

The top sale went to a 1960 solid-body Les Paul electric guitar by Gibson, which sold for more than $98,000.

Gere says he's parting with the instruments to support global humanitarian causes. Christie's says the "Pretty Woman" star studied trumpet and is a self-taught pianist and guitarist.

Gere says he never planned to assemble a guitar collection and bought only ones that he liked and that sounded good to him.

The collection was expected to sell for about $1 million.

A telescope without a polar axis is merely a point and look, or what is called Alt-Az. Alt means altitude and Az means azimuth, where Alt is the distance above the horizon, and Az is the direction in a circle around the horizon. If you have an Alt-Az mount, just skip the polar alignment step.
If you have a polar axis meaning that your telescope is intended to track the stars, then find north, and make sure the polar axis is approximately lined up in that direction. It does not have to be too accurate, but make sure it is pointing pretty close to north. If you are not sure where north is, either use a magnetic compass, or try to find Polaris, the North Star.?
Now you are ready to align the finder scope.?You will have to find a way to align your finder scope so that it is in line and points to the same thing you see in the eyepiece. Then you can use it to find objects of interest. This probably is the hardest part when learning how to use a telescope.
The best way to do this is to find the lowest power eyepiece you have, and use it to find a bright planet like Jupiter, or even the moon. Once you get Jupiter centered in the eyepiece of your telescope, and if your telescope tracks, lock down the drive to follow the planet so it will stay centered in the eyepiece. If your telescope does not track, then just re-center the planet in the eyepiece from time to time.
Now, look at the finder scope. It should have somewhere on the mount at least one set of three thumb screws holding the finder scope in place. Gently loosen the screws on the finder scope and look through its eyepiece. You should see a cross hair or ?X?. Align the planet on the cross hair by alternately adjusting the screws until it stays centered. When it is, try to tighten the screws so it holds the finder scope securely. Now your finder scope is aligned with the telescope eyepiece, and you should be able to use it to find other objects of interest.
Now you?re all ready. Learning how to use a telescope involves more trial and error than anything. Fool around with the eyepiece and adjuster a little bit and you will be well on your way to star gazing with ease!

Special report: China's debt pileup raises risk of hard landing (Reuters)

CHENGDU/WUHAN, China (Reuters) ? When China announced a nearly $600 billion package to ward off the 2008 global financial crisis, city planners across the country happily embarked on a frenzy of infrastructure projects, some of them of arguable need.

Chengdu, the capital of southwestern Sichuan province, answered the call for stimulus action with a bold plan for a railway hub modeled after Waterloo railway station in London.

Except London's Waterloo was not ambitious enough.

"I was shocked when I finally got to visit Waterloo. It was so small," said Chen Jun, a director at Chengdu Communications Investment Group, which built the new Chinese terminal. "I realized we would probably need a station a few times bigger to meet the demands of our city."

In a manner typical of many infrastructure projects in China, Chengdu more than doubled the size of its planned transport hub, borrowed 3 billion yuan ($473 million) from a state bank to finance it, then set out on a blistering construction timeline that saw the finishing touches put on the project two years later.

But instead of getting the accolades they expected for helping to stimulate the economy, Chengdu Communications and many of China's 10,000 local government financing vehicles (LGFV) have now come under a harsh spotlight for the grim side-effects of the construction binge.

China's local governments have piled up a mountain of bad debt, some of it to finance bridges to nowhere and other white elephant projects, which now threatens to constrict growth at a time when the global economy is sputtering. It is adding to other systemic risks in China, including a sharp downturn in the property market and a rapid rise in problematic loans.

Local governments had amassed 10.7 trillion yuan in debt at the end of 2010. The government expects 2.5 to 3 trillion yuan of that will turn sour, while Standard and Chartered reckons as much as 8 to 9 trillion yuan will not be repaid -- or about $1.2 trillion to $1.4 trillion.

In other words, the potential debt defaults could be even larger than the $700 billion U.S. bail-out programme during the 2008 crisis.

Reuters reported in mid-year the government was working on a relief plan for local governments, including allowing them to tap the municipal bond market for the first time as an alternative to bank loans, which are becoming harder to get.

The risks of default are rising. Nearly 85 percent of the local government finance vehicle loans in northeast Liaoning province, for instance, missed debt service payments in 2010, an audit report posted on the Liaoning Daily website said.

But in visits and interviews at city-run vehicles around China, officials appeared unworried. They say they were only following Beijing's directives to keep growth on track, and the central government would surely step in to bail them out.

Perhaps their complacency is justified. Beijing, which holds more than $3 trillion in foreign exchange reserves, certainly has the resources to rescue them, and has done so in the past -- it set up asset management companies to help China's top banks clean up mountains of bad loans in the late 1990s.

But China is also vulnerable to a global downturn, and would need every piece of its economy performing well to avoid a serious slump. The infrastructure boom insulated the economy from a collapse in exports in 2008. Beijing has less firepower now. Inflation is uncomfortably high, and dumping more money into the economy would only make things worse.

Barclays Capital has predicted a global recession would trigger a "hard landing" in China, with gross domestic product sinking well below the 8 percent mark seen as the minimum for assuring enough job creation to keep up with urban migration.

A severe economic slump would depress land sales, a vital source of funding for local governments, and make their debt load even more precarious.

BUBBLE-SOME PROPERTY

In Chengdu, Chen leans back on a sofa in his office, smiles and readily concedes Chengdu will have big problems covering the bills for its version of the Waterloo train station.

"We're still unable to reflect on our accounts the problems that may arise from our investments into Chengdu's railroads," Chen said. "What happens next is that we may face some trouble repaying our loans when many of them come due."

Chengdu Communications had liabilities of 18.9 billion yuan at the end of 2010 against current assets valued at 11.7 billion yuan.

Chen is not unduly concerned. He thinks he has a solution, one local governments across China have also grasped: Real estate. Chen, the chairman of six other state companies in the city, intends to build huge residential and commercial projects around stations such as Waterloo -- with borrowed money, of course.

The problem with that idea is that Beijing has been taking increasingly urgent steps to halt a speculative property boom and has told state banks to cut lending. Domestic investment -- much of it in property and infrastructure development -- accounted for 70 percent of China's gross domestic product last year, a far bigger share than in developed economies.

According to the McKinsey Global Institute, the proportion of China's total debt to gross domestic product was 159 percent at the end of 2008, before it began the massive stimulus programme that has racked up piles of local government debt.

Local governments have long had to tap other sources of income to supplement their meager share of the country's taxes. Beijing controls the bulk of tax revenues to prevent local officials from spending wastefully, and as a way of redistributing wealth between poor and rich provinces.

So they raise money by selling or taxing property or borrowing money. They are barred from borrowing directly from banks as government entities, however, hence the proliferation of their financing vehicles.

Local officials have a strong interest in keeping property prices high, since it is a key source of revenue. China Real Estate Information Corp., a Shanghai-based property information and consulting firm, estimates 40 percent of local government revenue came from land sales last year. Land also is often used as collateral backing the loans to their financing vehicles.

So throughout China, a building boom financed with massive bank borrowing is being securitized by land prices that local governments fervently hope will stay high, even as Beijing tries to tamp them down.

"The underlying problem here is that local governments have a lot of expenditure mandates for infrastructure, for social services, and they don't have enough regular revenue to cover it," says economist Arthur Kroeber.

BRIDGE FINANCING

Wuhan, capital of central Hubei province, is known as one of China's "four ovens", cities where summertime temperatures can soar to 40 degrees Celsius. Its strategic location at the intersection of the Yangtze and Han rivers has made it a major transportation hub and in the past three years the city has been feverishly building bridges, railways and expressways.

Wuhan Urban Construction Investment and Development Co., the vehicle set up to finance much of this infrastructure, had taken out 68.5 billion yuan in bank loans as of September 2010, a sum far in excess of its operating cash flow of 148 million yuan.

Perhaps for that reason, city officials found a novel if unpopular way to pay for the three new bridges they have built across the Yangtze, adding to the seven already spanning the world's third-longest river after the Amazon and Nile.

Besides the usual bridge tolls, Wuhan requires residents with cars to cross them at least 18 days a month, at 16 yuan a round trip.

The city of 9.8 million is expanding its subway system by adding another 215 km of track by 2017, with financing coming from big state-owned banks. Like other cities, Wuhan is counting on land sales and to secure the loans. Its land authority says land prices for high-end residential property have more than doubled since 2004 to 11,635 yuan per square meter today, despite a proliferation of housing developments.

For that reason, investment bank Credit Suisse called Wuhan one of China's "top 10 cities to avoid", warning in a report this year it would take eight years to sell off its existing housing stock, let alone the tens of thousands under construction.

Wuhan Urban Construction Investment and Development is the largest government financing vehicle in the city, employing 16,000 workers and sitting atop total assets of 120 billion yuan.

Despite its debt woes, Shen Zhizhong, a deputy director at the vehicle's media office, argued his firm should not be blamed for the profusion of red ink.

"What we do is all decided by the government. We don't have any project that belongs to us," Shen said, adding it was "unscientific" to ask his company how Wuhan plans to pay off its debt. "We are like a sportsman, not a coach or a referee. How can you ask a sportsman something only known by a coach or a referee?"

After building the roads, railways and bridges that China said were so desperately needed just a few years ago, the financing vehicles now resent being made scapegoats for the mounting risk in the financial system.

NO WORRIES

Chengdu and Wuhan officials insist their own books are fine; the problem lies elsewhere.

Zeng Mingyou, head of Chengdu's economic planning department, said despite a mounting debt load the city was controlling expenses and managing risks.

"What is important is that we have risk control measures in place," said "Compared to other cities, Chengdu has very good controls in place."

The Chengdu government began reining in its financing vehicles about three years ago after it discovered highways were being built across farmland where there was no traffic, Zeng said.

He also said the city had stopped using land as collateral for infrastructure loans. "We can't be taking all our land and using it to back up loans," Zeng said. "At some point we'll run out of land. This is why the focus now is on sustainable development."

In Wuhan, Xie Zuohuai, deputy director of the media office at the Wuhan branch of China's bank regulator, said his city, too, was exemplary when it comes to managing its debt.

"Wuhan is a model city in implementing Beijing's rules of regulating local government debt," he said in between lighting up cigarettes and stubbing them out in an overflowing ashtray. "I'm confident the central government will successfully manage risks," Xie added, echoing a widespread perception that Beijing will come to their rescue if need be.

Any wave of defaults big enough to destabilise major banks or crimp the government's finances could have consequences not only for China's economy, but for global growth and financial markets as well.

That risk appears to be pretty low for now, given the strength of bank balance sheets. The banking system has a bad loan coverage ratio at the end of 2010 of 218 percent to cover any losses, up from 80 percent at the end of 2008 and 155 percent at the end of 2009.

Despite that strengthened treasure chest, bank executives in Beijing, Wuhan and Chengdu say they have stopped lending to local governments entirely, unless their projects have some guarantee of profitability or are too big and costly to scrap.

"Right now, most banks have cut off new loans to local government financing firms," said a senior executive at a medium-sized bank in Beijing, who declined to be named because he was not authorised to speak on the matter.

The cities and financing vehicles themselves say credit is harder to come by.

"What the banks want to see now is a clear revenue stream," said Chen at Chengdu Communications. "Loans for big projects like highways and railroads are now harder to get."

For that reason, Chengdu Communications has become one the city's biggest operators of petrol stations, and Chen says he has so far faced no problems trying to get a bank to finance new ones.

SHADOW BANKING

Local officials need to keep their economies humming because they largely earn their Communist Party stripes with projects that boost employment and growth. With the loan spigots being turned off to rein in bubbly property prices, they face the prospect of housing projects grinding to a halt.

Enter the "shadow bankers". These are the underground lenders and trust companies who extend credit to people and companies that may not qualify for loans otherwise. They then slice and dice those loans into investment packages, akin to what American banks did with sub-prime mortgages for much of the past decade.

Credit Suisse last week described the burgeoning growth of informal lending as a "time bomb" that posed a bigger risk to the Chinese economy than even the local government debt pileup.

Credit Suisse estimated the size of China's informal lending at up to 4 trillion yuan, equivalent to around 8 percent of above-board bank lending. Interest rates on these loans runs as high as 70 percent and they are expanding at an annual rate of about 50 percent.

The shadow bankers have lent 208 billion yuan to real estate developers so far this year, nearly as much as formal bank lending of 211 billion yuan. The risks, analysts say, is that even healthy developers become vulnerable to a liquidity crisis, given the short tenor and high rates of these loans.

Formal banks have transferred some risky loans off their balance sheets to the shadow banking industry. As a result, Fitch Ratings has warned, lending has not slowed down as much as official data suggests -- and as Beijing would like.

Official banks have also been restructuring and reclassifying loans to dress up their books, analysts said. For example, they now get to classify local government borrowings as corporate loans, which allows them to set aside less in provisions and thus add to their quarterly earnings. According to Chinese media reports, banks plan to reclassify 2.8 trillion yuan worth of loans.

"Banks have to admit to some NPLs (non-performing loans), but they don't want to admit it because regulators are allowing them to restructure these loans," said Victor Shih, a professor at Northwestern University in Chicago who has written a book on China's financial system.

"This is unlike the late 1990s when the government forced the banks to admit to a huge amount of non-performing loans. This time round, the strategy is just to not admit to NPLs."

Such an arrangement appears to suit everyone. Beijing wants to keep the financial system from becoming destabilised, especially given the financial sector crises in the West. And local officials are keen to keep growth strong in the run-up to a critical Communist Party Congress next fall, when Party chief and President Hu Jintao is expected to hand power to younger leaders headed by the anointed next leader, Xi Jinping.

Whether they will also hand over a looming financial crisis to him as well remains to be seen.

Players can switch between a cast of 32 different playable characters (the "Skylanders") each with their own attacks, abilities and elemental powers. Naturally, developer Activision has been accused of trying to milk its users for cash. Skylanders is launching along with the toy line at Toys 'R' Us. Individual characters sell for $7.99, while packs of three cost $19.99. You cannot reach certain areas in-game without characters that you might not own. In one instance we were barred from a section because we needed a "Life" element. We were then presented with the option to watch a commercial-type video featuring the character Stump Smash, sold separately.

While the figures come with a high price tag, they are nicely detailed. Players won't have to buy all 32 to complete the game. You only need one character from each element to unlock all sections.


Does It Actually Work?


The system works surprisingly well. Changing characters feels natural and there is almost no loading time. "Your toys feel alive," says Alec Sokolow who co-wrote the game along with Joel Cohen. "In our mythology they're not really toys, they're heroes from Skyland that have been exiled into our land." Both Sokolow and Cohen worked on Pixar's Toy Story; the idea that toys have an inner life has clearly carried over. The stories' whimsical tone and action figure tie-in clearly skews to a younger crowd.


So What's the Point?


Anyone who only plays Skylanders by themselves will miss the point of the game. In solo play, the figures are just a nifty way to switch characters and nothing more. The real magic is in Skylander's unexpected social elements. Any of the figurines can be used with any version of the game across any console. This means players using an Xbox 360 can bring their figures to a friend's place and instantly boot up -- even if they're using a PS3.

This encourages social gaming. Can't beat a level? Invite a friend to bring a powered-up Skylander and help you through a tight spot or simply battle them out in the arena mode. The game is strangely addictive and the mechanic rarely gets old thanks to how well it's implemented.

"Kids really do believe that their toys are magical and alive and I know that there has been talk over the decades to merge the toy world and the video game worlds" Sokolow says. "It?s this marvelous concept that people have been trying to figure out: How do you get something in our world to play out on the screen?"

It's clear that the Skylanders figures are an easy way to sell merchandise. That, however, isn't the whole story. Sokolow and Cohen have not only brilliantly written them into the story but translated that shiver and wonder that maybe our toys really could come to life.

NATO says kills senior Haqqani commander in Afghanistan

NATO-led forces fighting in Afghanistan said on Wednesday that an airstrike had killed a senior commander of the Taliban-linked Haqqani network and two of his associates in eastern Khost province, near the Pakistan border.

Dilawar, who was only known by one name, was a "principal subordinate" to Haji Mali Khan, who NATO captured last week and said at the time was the top Haqqani commander for Afghanistan.

Dilawar's death is "another significant loss for the insurgent group," the NATO-led International Security Assistance Force (ISAF) said in a statement that described his responsibilities as including coordinating attacks on Afghan forces and arranging weapons deliveries.

NATO also said that Dilawar helped foreign militants move into Afghanistan and had links with both al Qaeda and the Islamic Movement of Uzbekistan.

The Afghan and coalition force had conducted more than 530 operations to disrupt Haqqani network activities in eastern Afghanistan so far this year, NATO said.

Around 1,400 suspected Haqqani insurgents had been captured this year, 100 since the start of October alone, and 20 network leaders killed, NATO said.

The Haqqani network is one of three Taliban-allied insurgent factions fighting in Afghanistan and perhaps the most feared -- they are thought to have introduced suicide bombing to the country and be behind many high-profile attacks.

They have sworn allegiance to the Taliban, but have long been suspected of also having ties to Pakistan's spy agency, the Inter-Services Intelligence (ISI) directorate.

The outgoing chairman of the U.S. Joint Chiefs of Staff, Admiral Mike Mullen, testified before the U.S. Senate after an attack on the U.S. embassy and NATO headquarters in Kabul believed to be the work of the group, that the Haqqani network was a "veritable arm" of the ISI.

Sirajuddin Haqqani, who heads the group, says it no longer needs sanctuaries in Pakistan and it feels safe operating in Afghanistan.

LL Cool J Proud To Pave The Way For Drake, Others

When it comes to hip-hop lotharios, LL Cool J pretty much set the blueprint for romantic rap when he dropped "I Need Love" in 1987. Now, nearly every rap release includes at least one song that pulls on the heart strings of women, and artists like Ja Rule, Fabolous and Drake have dedicated much of their catalog to the fairer sex.

For an artist like Drake, his ability to speak to women on songs like "Best I Ever Had," "Find Your Love," "Fancy" and "Marvins Room" has earned him an adoring and dedicated female fanbase. The "Mama Said Knock You Out" MC admitted that he enjoyed DJ Khaled's Drake-featuring "I'm on One," but outside of that, no one in rap's newest generation has really caught his attention.

"It's pretty obvious that what Dr. Dre and N.W.A did for gangsta rap music, I did for romantic music and music with females," Uncle L told MTV News on the black carpet for the BET Hip Hop Awards, where he will be rewarded with the I Am Hip Hop lifetime-achievement award when the show airs next Tuesday.

"I basically started a section of a genre and created it and put it out there, and now lots of people are doing it. I think it's great. The more, the better. It's better than downing them and telling [women] they ain't nothing," LL said before speaking of Drizzy's catalog specifically. "So I'm happy for him and I'm glad he decided to go that lane, and I wish everybody the best."

Does your author site give ... - Marcie Brock, Book Marketing Maven

Does your author site give visitors a reason to COME BACK?

In a recent post, we discussed a list of problems that might be making your author website less than successful. Today will largely be a recap of that post, but with a more positive spin and some other tips about pages/items/content to include in your website to give your visitors more reason to (a) show up in the first place, (b) come back another time, and most importantly, (c) refer others to your site.

There is no right or wrong way to create a website, simply ways that can work to generate more traffic and sales for you. Below are suggestions for pages and content to include in your website. Feel free to use what makes sense, add others that are not included here, and ignore what doesn?t work for you.

PAGES

HOME. Your home page is likely the first page people will visit, unless you point them somewhere else with your social media, email, and other external links. You want the home page to be inviting and to give the first-time visitor a good idea of what your book is about, but you don?t want it to be cluttered or to try to do too much. Include an image of your book cover(s), a blurb or testimonial from as esteemed a source as possible, and buttons or links to all the other things you want the visitor to do/see.

EXCERPT(s). One of the precious things that?s been lost in the shift from brick-and-mortar stores to online book sales is the opportunity to wander the aisles, the chance to touch, feel, and smell the books, and the ability to pick them up and page through them. Amazon has done a decent re-creation of that organic bookstore experience with its ?Look Inside? component. How can you do something similar for readers who visit your site?

AUTHOR BIO. We did a post recently about an author with a great book-signing venue ? the Paris Hotel in Las Vegas. Upon visiting the author?s website, however, to find out where she was from and how far she had to travel to get to the Paris Hotel in Las Vegas, we made the dismaying discovery that this author had no bio on her website. There?s no rule that says you must have one, but it seems a cheat to me, and unfair to your visitors, not to be willing to tell people a little about yourself, why you wrote the book, and/or your writing process.

STORE/PRODUCTS. OK ? say it with me: THIS SHOULD GO WITHOUT SAYING. As I wrote in a previous post, ?Even if you can?t or don?t want to handle fulfillment personally, you must include links on your site to the places where your readers CAN purchase your book.? Otherwise, what?s the point of your website?

EVENT CALENDAR. This is another feature Amazon incorporates on its authors? pages, and it?s a GREAT idea for you to use on your own site. Increase turnout at your book signings and events by making it easy for your readers to find out about them. Include the date, time, location, description of the event, signing protocol (many stores will only allow signing of books purchased at their venue), a map, and any other information that will help your reader get to you.

SPEAKING/WORKSHOPS. We will revisit this a little later, but if you?re not speaking on topics related to your book, you should be! If you are already doing so ? or are ready to begin ? include a list of speaking topics, the length of time of each presentation, and the sizes of the audiences you are able/willing to speak to. Make no mention of fees, as that is something that will get hammered out in later conversations, should someone contact you about speaking. The main goal here is let people know that you do speak on these specialty subjects.

MEDIA ROOM. A while back, we did a whole post about how to build a media room and why it?s? important to have one on your website. The primary reason is that it makes you more attractive to the media when all of the links and information they need is aggregated into one place. Rather than making them chase around your site looking for high-res images, links to your interviews, all of your media releases, etc., put them in one spot so they are easy to find. Are you seeing a trend here of making your site EASY for your visitors to use?

SITE MAP. As your site grows and you build more and more pages into it, it might make sense to include a site map, which is simply an overview of the whole site in outline format.

PAGE COMPONENTS

EMAIL CAPTURE BOX. If your site is lacking this element, I?d get your webmaster working on it ASAP, because without an email capture box, you are eliminating any future chance of reaching out to the people who have visited your site. We?ll be talking about the importance of list-building and how to do it in a future post, but for now, get that creativity cap on and come up with an interesting giveaway (NOT a subscription to your newsletter) that you can offer in exchange for capturing your visitors? email addresses. This box should appear on the upper-right hand corner of EVERY page on your site.

CONTACT INFO. This is another one that should go without saying, but? Make it EASY for people to contact you. Unless you?re a hermit and don?t want to hear from the media, fans, bookstores, other authors, or people with joint venture opportunities, make it easy for people to get in touch with you. Don?t bury your contact information three levels down through your About page. Put it right up front, on EVERY page, where it?s clear and easy to read. Be sure to include all your social media contacts.

EASILY NAVIGABLE BUTTONS. Again, I reiterate, don?t reinvent the wheel on this one. We?ve come to expect navigation buttons at the left or along the top of web pages. Give people what they expect. Make sure your links work. And make sure you have links to the things that make sense. It probably makes sense to have a link to your store/products page on your home page. It may make sense to link to your excerpt(s) from your media room.

The best advice I can offer is to remember that you are not your visitor/reader. Do everything you can to get into THEIR head and view your site from their perspective. What would they want to read or see or learn by visiting your site? What do you want to read or see or learn when you visit other authors? sites?

And speaking of other authors? sites, visit them! Look and see what they?re doing that works well, and model it! Use video on your home page if it?s feasible and works for you. Use hand-drawn, whimsical art if it fits with the theme of your book.

You definitely want to keep your branding consistent, meaning your website should reflect the look and feel of your book(s), and vice-versa.

Make the most of your website, make it inviting, and connect with your visitors!
