Traumatized Norway tries to return to normality (Reuters)

OSLO (Reuters) ? Jittery Norwegians tried to restore some normality on Wednesday after mass killings by a far-right zealot traumatized the nation, but a security alert forced the evacuation of Oslo station, keeping nerves on edge.

Norway's domestic intelligence chief said she believed Anders Behring Breivik had acted alone in killing 76 people in a bomb attack and shooting spree, and contested an assertion by the killer's lawyer that his client was probably insane.

Oslo's central station was evacuated after a suspicious suitcase was found on a bus, and all train and bus services were halted. Police cars, fire trucks and ambulances ringed the station, but police said later the suitcase was harmless.

"Nothing was found that was of interest to the police," Chief Superintendent Tore Barstad told reporters, adding that the suitcase search had no known link with Friday's attacks.

In another false alarm, police retracted a search alert for a man who identified with Breivik, saying in fact they wanted to detain a disturbed man with no link to the killer.

A cabinet minister made a symbolic return to her office in Oslo's government district where Breivik detonated a powerful home-made bomb that killed eight people on Friday.

The bomb blew a hole in Prime Minister Jens Stoltenberg's office. For now, he will work from the defense ministry in another area of Oslo and cabinet meetings will be held in a mediaeval fort near the waterfront. It is not clear whether the 17-storey prime ministry building will be rebuilt or torn down.

"I am glad to be back in my office...to be able to resume the more normal work functions," Administration and Church Minister Rigmor Aaserud told reporters.

Her office, in a government complex, was little damaged. In Stoltenberg's building, which took the brunt of the car bomb blast, curtains flapped from a host of broken windows.

Stoltenberg has won high opinion poll ratings from voters for his handling of the crisis, with about 80 percent of Norwegians reckoning he has performed "extremely well," according to a survey published in the daily Verdens Gang.

The prime minister, who knew some of the victims, has caught the national mood, urging his compatriots in a voice often cracking with emotion to unite around democratic values.

Norwegians, unused to violence in a quiet country of 4.8 million, must now struggle with how to improve security without jeopardizing the freedom and openness of their society.

CONTROLLED EXPLOSION

On Tuesday night police destroyed an explosives cache found at a farm rented by Breivik, some 160 km (100 miles) north of Oslo. They believe he made his bomb using fertilizer which he had bought under the cover that he was a farmer.

After the bombing, Breivik, 32, drove to an island hosting a youth camp of the ruling Labour Party and coolly shot dead 68 people, mostly youngsters, before surrendering to armed police.

Breivik's lawyer, Geir Lippestad, said his client was probably a madman, but it was too early to say if the loner and computer game enthusiast would plead insanity at his trial.

Breivik has confessed to his actions, but denied guilt, saying he was part of a network with two cells in Norway and more abroad that was fighting to save European "Christendom" from the spread of Islam and the danger of multi-culturalism.

But police believe Breivik probably acted alone in staging his assaults, which have united Norwegians in revulsion.

"So far we don't have any evidence of the cells, neither in Norway or in Britain," Janne Kristiansen, head of the PST security police, told the BBC. Breivik's online manifesto referred to a secret meeting in London in 2002 to found a 'Knights Templar' group to drive Islam out of Europe.

"I would be surprised if this person was insane," Kristiansen said. "I mean he's calculating, he's focused, he's been going on with his plan for years, and this is not what I have learnt a person who is insane will do."

Flowers left by Norwegians to show their grief for Breivik's victims decked Oslo's main thoroughfare, Karl Johans Gate. Police say about 200,000 people, a third of the city's population, turned out for a commemorative rally on Monday.

Police reopened some streets around the blast site in Oslo and vendors gradually reopened for business.

Workers at a corner store about 150 meters (yards) away have painted the plywood boards put up in place of blown-out windows.

"Fixing the glass (windows) will take a week or two and the wood looks better painted," said deputy store manager Aykan Bastas. "We will fix it up nicely, just like before."

Breivik, who was remanded in custody for eight weeks on Monday, has been charged under the terrorism act, which carries a maximum penalty of 21 years in jail, but the authorities are considering whether to charge him with crimes against humanity.

"We are looking into it," police attorney Christian Hatlo said when asked about possible crimes against humanity charges, which carry a maximum prison sentence of 30 years.

In both cases, sentences can be extended if there is a risk of repeat offences, so Breivik could be behind bars for the rest of his life. His lawyer has said his client expects this.

Hatlo said it was not clear if legislation to cover crimes against humanity was applicable in Breivik's case.

Empathy, as it turns out, killed the assassin -- empathy for readers, whose contradictory reactions have left him less eager to declare a book categorically "good" or "bad." And empathy for authors, with whom he now identifies.

Grossman, however, is far from alone in his dual role with its peculiar tensions. The book review page is an odd cultural territory, often inhabited by such hybrid creatures -- unlike their contemporaries in other disciplines, where the lines between critic and artist are more pronounced. You're not likely to catch Greil Marcus playing a side stage at Bonnaroo or Manohla Dargis peddling her latest short film at Sundance. Writing book reviews, however, is a popular way for novelists to earn money and keep their name before readers; the New York Times and the Washington Post employ staff critics, but also regularly assign fiction reviews to fiction writers.

In a perfect world, everyone wins with this arrangement. Writers are employed, and novels are reviewed by those who have an intimate understanding of the craft and who might naturally be predisposed to look kindly on the strange enterprise of making up stories for a living. David Gates, author of the novels "Jernigan" (a finalist for the 1992 Pulitzer Prize) and "Preston Falls," and a former staff book critic for Newsweek and regular contributor to the New York Times Book Review, thinks a fellow fiction writer can bring a unique perspective to critical discourse.

"Ideally, a fiction writer -- and particularly one who, like me, also teaches fiction writing -- can see the work that went into someone else's fiction, the decisions that have been made, the ingenious solutions to problems non-writers may not know exist, the bright moments when a writer must have had something amazing drop out of the sky," Gates says. "Sometimes, too, you notice the effort that another writer seems to have shirked."

When Gates reads a book for review, he's looking at the work not only for what it is, but in terms of the potential it might have realized -- a position that could lend the critic more compassion toward the author, but can just as easily frustrate him beyond repair. And the possible result is every novelist's nightmare: the very high-profile, very bad review. For writers who both produce and critique, danger lurks on both sides of the desk. A bad, or even lukewarm, review can cost an author sales, reputation, exposure. But panning a peer can hurt the reviewer, too.

"Paying the sort of attention to a book that a review requires might be useful in doing your own work," said Gates. "But the pitfalls are equally obvious. If you disgrace yourself in a review, that little contributor's note can become a kick-me sign. Writing negative reviews can make enemies for you."

Writer-on-writer crime reads like highbrow gossip and can generate more of the same? -- Richard Ford spitting on Colson Whitehead at a party two years after Whitehead panned Ford's "A Multitude of Sins" in the New York Times comes to mind. Especially since literary types were still buzzing about how Ford took an Alice Hoffman book to his backyard, shot holes in it and mailed it to her after she turned thumbs-down on "The Sportswriter" in the Times.

They linger in the critical memory, like Dale Peck's infamous charge in the New Republic that Rick Moody was, and we quote, "the worst writer of his generation." That review was crucial to a buzzed-about manifesto decrying nasty "snark," penned by another novelist, Heidi Julavits, in the Believer.

Negative reviews can also spawn aesthetic debates among writers, like when James Wood's 2001 essay in the Guardian decrying "hysterical realism" -- especially in the work of Zadie Smith -- elicited an impassioned rebuttal from Smith the following week.

Wood, now at the New Yorker, found himself on the other end when his own first novel, "The Book Against God," earned tepid reviews, including one by Daniel Mendelsohn in the New York Times that raised questions not only about Wood's fiction chops, but in turn, what those creative failings said about Wood's critical acumen. Ouch.

But there are others who worry that too many authors reviewing authors has created a literary culture where every new novel earns polite applause and gentle murmurs of niceness.

After all, the world of literary fiction is small and political. Stephenie Meyer might pay her bills off "Twilight" royalties alone, but most writers teach (or write reviews) on the side, and rely on their reputations to land paying side gigs. Some might ask themselves whether chancing an awkward moment with an influential writer in the Bread Loaf Writers' Conference dining hall or blowing their chances at a well-paying residency is worth telling the truth about another writer's book.

It's a dilemma critic Joanna Smith Rakoff has given a lot of thought to since her own first novel, "A Fortunate Age," came out in 2009. A prolific book journalist, she's written author profiles and book reviews for numerous newspapers and magazines over the last decade, including the book review sections of the Los Angeles Times and the New York Times. But Rakoff estimates she's written only about a dozen reviews in the last two years since she made the leap from critic to literary novelist.

"I started to feel really nervous about writing criticism. There was this little part of me that felt that when I didn't like a book, I was going to be perceived as betraying my fellow fiction writers," Rakoff said. "I can think of one instance where the desire for self-preservation reared its ugly head, but as a critic you have to squelch those feelings and write a review that is authentic and honest."

If it's so fraught with danger, why bother? Surely there are easier ways to pay the rent. Reviewing films, for instance, since the average Columbia MFA graduate is unlikely to suffer any serious social or political fallout from enumerating the many failures of logic and physics in the latest "Transformers" product. But fiction writers love books, and being paid to write about other people's books runs a pretty close second to being paid to write their own. And writing serious reviews over a sustained period of time can pay off by helping an emerging writer refine her own aesthetics, as Rakoff discovered.

"It's almost like a primer in figuring out, in a systematic way, what I want from a book, what I like about fiction and how fiction works for me as a reader," she said. "In writing my first novel, I was writing the book I wanted to read."

It doesn't hurt that novelists are in demand as book reviewers. Gregory Cowles, staff editor at the New York Times Book Review, says his first impulse is always to turn to the large pool of freelancing novelists rather than a professional critic when a new set of galleys hit his desk.

"People who are just critics tend to come off as more academic, a little more distancing. People who are working novelists and fiction writers have a more sympathetic take. But that doesn't mean they're necessarily good critics, so we're always looking for that balance," said Cowles, who counts Grossman and Gates among the best of both worlds.

"When I'm reading a galley, the game I'm playing is a matchmaking game, and I'm thinking, who does this remind me of, who writes in a similar style, who has written about similar themes before, who would have something interesting to say about this? And usually that's going to be other novelists," he said.

But that facility with the native language of novel writing isn't always the best predictor of a confident review. There are a number of novelists Cowles would love to have in the Times Book Review who are hesitant to dip their toes into the treacherous waters of peer-judging -- they don't want to risk becoming a pariah on the scene. There are others who ask to see the book first, and will only write the review if they have a positive reaction. Cowles is sympathetic, but believes that an aesthetic point of view is worth stating publicly and defending boldly. A few more spitting spats, in his opinion, wouldn't be the worst thing in the world.

"I would hope they would be as fearless as critics as they are as artists. That's a good quality in a novelist and in a critic," said Cowles.

Applying the same boldness to reviewing others' work as you do to writing your own might be easier for some than others. As Grossman contemplates moving on, he's ever more aware of the internal tension between his responsibility to readers and to his own aesthetic. A good critic, he says, has to be able to accept books on their own terms, an approach he finds increasingly to be in conflict with his singular vision as an author.

"There's something about writing fiction that badly unfits you from reviewing it," Grossman said. "When you're writing a novel, you have to stay focused on what this one gleaming ideal of what fiction should be. You narrow your taste deliberately, so that all that's left is this one notional book you're trying to create, and everything else falls away."

"Being a novelist demands arrogance," he added. "To be a good critic, you have to be humble."

Abbas blames Israel for UN bid (AFP)

ISTANBUL (AFP) ? Palestinian president Mahmud Abbas said Saturday that the Palestinians' bid for UN membership was forced upon them by Israel's refusal to halt settlement building and end its occupation.

"We are going to the United Nations because we are forced to, it is not a unilateral action," he said in a speech in Istanbul, where he is meeting Palestinian diplomats from around the world.

"What is unilateral is Israeli settlement," Abbas said as he convened the envoys to finalise Palestinian strategy ahead of the UN General Assembly in September.

"We have not been able to return to negotiations with (Israeli Prime Minister Benjamin) Netanyahu because of his refusal to negotiate on the basis of the 1967 borders and to stop settlement," he said at the meeting, attended by Turkish Prime Minister Recep Tayyip Erdogan.

Peace talks between Israel and the Palestinians have been on hold since late September, shortly after Washington relaunched the first direct negotiations between the two sides for nearly two years.

The talks ground to a halt when Israel's partial freeze on settlement construction expired and Netanyahu declined to renew it. The Palestinians say they will not hold talks while Israel builds on land they want for a future state. Netanyahu blames the Palestinians for the deadlock.

"Our first, second and third choice is to return to negotiations," Abbas said on Saturday.

"Like the rest of the peoples of the world ... we wish to be members of the General Assembly, members of the UN; no more, no less," he said, recalling that the Palestinians had been living under Israeli occupation since the 1967 Six Day War.

A senior Palestinian official told AFP on condition of anonymity that preparations for the UN gambit would be completed on August 4, during a meeting of an Arab monitoring committee in Doha, attended by Qatar, Egypt and Saudi Arabia.

An official letter would be sent to the United Nations during the first week of August, he added.

"To get significant results we have to speak with one voice," Abbas told his audience, adding that the decision to seek UN membership would have the backing of a large consensus, both of his West Bank-based Fatah movement and of the radical Islamist Hamas, which rules the Gaza Strip.

"God willing, Palestinian reconciliation will be achieved before we go to the UN," Abbas said, referring to a formal end to years of enmity between the two agreed on April 27, but yet to be implemented politically.

He said 118 countries had already recognised the Palestinian state within the borders that preceded Israeli occupation of the West Bank, east Jerusalem and the Gaza Strip in June 1967 and that the total would rise to 130 by September.

A joint Palestinian-Israeli poll last month showed that 65 percent of Palestinian respondents supported the UN campaign.

NFL cancels Hall of Fame game (AP)

COLLEGE PARK, Ga. ? The NFL canceled its Hall of Fame game between St. Louis and Chicago on Thursday despite owners voting in favor of a tentative deal to end the lockout, pending player approval.

The Rams and Bears originally were scheduled to open their training camps this weekend and play in the game to open the preseason schedule on Aug. 7 in Canton, Ohio. But NFL Commissioner Roger Goodell said the game had to be dropped because the Rams and Bears wouldn't have ample time to prepare.

"The time is just too short," he said. "Unfortunately, we will not be there to play the game there this year."

Goodell added that the Hall of Fame induction ceremonies will go on as planned on Aug. 6. This year's class of inductees includes Deion Sanders, Marshall Faulk, Shannon Sharpe and Richard Dent.

The Pro Football Hall of Fame said in a statement Thursday night that it was "disappointed" by the decision, which will have "a significant adverse economic impact" on both the hall and city of Canton. The hall added that it appreciated "the effort that was made on our behalf by the league and players right up until the last minute," and that the long-term effects of a new agreement would be beneficial to all involved.

The game would have been televised nationally on NBC. Although it's an exhibition, it was a major draw last year, boosted by an intriguing matchup between the always popular Dallas Cowboys and former receiver Terrell Owens' Cincinnati Bengals.

That game was the highest-rated TV show of the week among the advertiser-coveted demographic of adults aged 18-49 and a close second overall to the season finale of "The Bachelorette" with 11.4 million viewers.

"We will be working with the NFL to determine how to complete our preseason package," NBC Sports Group Chairman Mark Lazarus said in a statement.

The hall said it would issue full ticket refunds for fans who already purchased seats for the game.

The Bears were supposed to open camp Friday, but team president Ted Phillips said it was going to be difficult for the team to prepare to play the game because of the delay in getting back to work.

"Because we have Richard Dent being enshrined, it's disappointing from that standpoint," Phillips said, "but probably the most fair given the circumstances of the offseason that every team starts training camp on the same day."

GE 2Q profit up 21 percent, financial arm improves (AP)

NEW YORK ? When it comes to weathering a sluggish economy, it pays to have your fingers in a lot of pies.

At least it does for General Electric Co.

The industrial and financial giant has a stake in almost every sector of the economy, from light bulbs and credit cards to windmills. Its mixed bag of business units have propped up the company at different times since the recession. When the real estate meltdown buried GE's lending arm in bad debt a few years ago, its industrial units continued to grow.

This year, it's the other way around.

A rebound at GE Capital has so far offset weaker industrial business this year. The lending unit helped GE boost profits 21 percent in the second quarter to $3.76 billion.

GE reported income amounting to 35 cents per share for the three months ended June 30. That compares with $3.11 billion, or 28 cents per share, for the same time last year. Revenue fell 4 percent to $35.6 billion, in part because of GE's sale of a majority stake in NBC Universal to Comcast in February.

GE's results beat Wall Street estimates for 32 cents per share on revenue of $34.7 billion, according to FactSet.

"The pillar of strength for GE has always been their diversity," Joel Levington, an analyst with Hyperion Brookfield Asset Management. "One (business) should offset the other." GE Capital more than doubled its profit to $1.66 billion during the quarter, driven by big gains from its credit card, mortgage, and commercial lending and leasing businesses.

GE's lending business continues to improve after booking billions of dollars in losses and impairments during the recession. GE Capital has shed some assets, and the commercial real estate market overall has been slowly improving.

"We continue to see strong demand for credit," GE Chairman and CEO Jeff Immelt said. Income at GE's consumer and commercial lending businesses grew 57 percent and 100 percent, respectively.

GE's industrial businesses were led by its locomotive unit, where profit for the quarter jumped nearly seven-fold to $178 million. The aviation business recorded a 9 percent increase in earnings, and profit for its health care business increased 8 percent.

Profits dropped 3 percent overall for GE's various energy and technology infrastructure units. Those results lagged smaller rivals, which reported second quarter results earlier in the week. Medical and industrial instruments maker Danaher Corp.'s said quarterly earnings jumped 74 percent while United Technologies posted a 19 percent gain in quarterly profit.

However, the Fairfield, Conn., company said it is seeing "especially strong" growth internationally in India, China, Southeast Asia, Africa, Russia, Australia, Canada and Latin America. International sales grew 23 percent to $13.4 billion in the quarter.

During a conference call with analysts, Immelt said he expects GE will offer new health care products. He also thinks orders for wind turbines, especially in Canada and Australia, will lead to big revenue increases next year.

"The wind `wave,' if you will, is just taking off," Immelt said.

Earnings dropped by 19 percent at GE's energy infrastructure business, as prices slumped for wind turbines and other renewable energy equipment. The company has been aggressively expanding its energy business with a string of deals during the last nine months that are worth about $11 billion. GE plans to buy Converteam, Dresser Inc., Wellstream Holdings, Lineage Power Holdings and the well-support business of John Wood Group.

Shares fell 12 cents to close at $19.04 Friday.

Report: Some of Apple's board members think about successor to Jobs

Even as Apple reports massive amounts of revenue and profits in its last financial quarter, there is one big question about the company: the health of its founder and CEO Steve Jobs. Officially Jobs went on medical leave last winter for vague reasons and while he has made public appearances since then he is not completely involved in the day-to-day operations. Now, its looks like some of of Apple's board of directors have started very preliminary investigations about looking for a possible successor to Jobs.

According to the Wall Street Journal, using unnamed sources, members of Apple's board have started talking with executive recruiters about a possible CEO successor. It also reports that at least one unnamed leader of a "high-profile technology company" has also been approached as well. The story claims that these talks were "more of an informal exploration of the company's options". In fact these talks may have been made without the full board's support. It even suggests that Jobs himself may not have been aware of the action of this select group of board members. Jobs himself responded to the story in an email by saying, "I think it's hogwash." An official spokesperson for Apple did not comment.

While Apple has been highly successful for the most part, at least in terms of earnings, in the past several years, some stockholders in the company have worried what would happen if Jobs were to depart as CEO. Indeed, the story states that in February "a shareholder proposal asking Apple to disclose its succession plan was defeated at the company's annual meeting."

India reveals 'world's biggest' uranium discovery (AFP)

NEW DELHI (AFP) ? A new mine in south India could contain the largest reserves of uranium in the world, a government official said in remarks reported on Tuesday, signalling a major boost for the energy-hungry nation.

The Tumalapalli mine in Andhra Pradesh state could provide up to 150,000 tonnes of uranium, Srikumar Banerjee, secretary of the Department of Atomic Energy, told reporters after a four-year survey of the site was completed.

"It's confirmed that the mine has 49,000 tonnes of ore, and there are indications that the total quantity could be three times that amount," Banerjee was quoted as saying in The Times of India.

"If that be the case, it will become the largest uranium mine in the world," he said.

Previous estimates suggested that only about 15,000 tonnes of uranium would be produced at the mine, which is due to start operating by the end of the year.

S.K. Malhotra, spokesman for the Department of Atomic Energy, told AFP that experts at the Tumalapalli mine were "quite hopeful" that the eventual volume from the mine would reach 150,000 tonnes.

But he warned that "it is not high-grade uranium, it is low-grade uranium. We have not found any high-grade uranium in India to match that found in Australia."

Major exporter Australia has so far rebuffed Indian requests for supplies of the heavy metal, which is refined into nuclear fuel, because the country has not signed the Nuclear Non-Proliferation Treaty.

The government has been seeking new supplies of uranium worldwide and has concluded supply deals with France, Kazakhstan and Russia among others.

"The new findings would only augment the indigenous supply of uranium. There would still be a significant gap. We would still have to import," Banerjee was quoted as saying by The Hindu newspaper.
